Economisation of public goods: impact on health and social care system

In Germany, as one of the classic welfare states in Europe, the state plays a major role in the organisation of health care and welfare, as is the case in other countries, such as the Nordic States, the United Kingdom and France. Health care insurance is obligatory for the vast majority of the German inhabitants and most of the social care services are free of charge. Neoliberal tendencies and structural challenges have led to a transformation in welfare policies throughout the welfare states: the marketisation of public goods (Rothgang et al., 2010a; Flecker et al., 2014). The main maxim of this reorientation, the reduction of costs in the public sector, affects all possible areas of the public service, public administration, education and especially various fields of care: children, elderly, health and social. During the last two decades, the health system and the system of social care (especially social security) have been in the center of reforms. Responsibility was transferred to the citizens and subjects reorganised under criteria of efficiency. The following section provides a brief overview of the developments in the two fields of analysis: healthcare in public hospitals and social work in public and social service.
